Planning approvals are required for all new development and many redevelopment projects to ensure consistency with adopted strategic plans and land use regulations prior to the start of actual construction.

The Planning Division reviews and coordinates private development projects and the ten-year Capital Improvement Program and provides professional services for activities of the Planning Commission and Zoning Board of Appeals. Economic development activities are included in this area, particularly involving the Economic Development Corporation/Tax Increment Finance Authority/Brownfield Authority, Local Development Finance Authority and the Downtown Development Authority. The Planning, Development and Neighborhood Services division administers the Land Development Regulations including the Zoning Code, subdivision and access management regulations, which are used during the review of plats, site plans, parking plans and various other private development applications.


In conjunction with planning application approvals, zoning approvals involving various land use applications is accomplished to ensure the consistency with the applicable sections of the zoning code.  Examples include: land divisions, sign permits, business special events, home occupations, and chicken permits.
