The Downtown Development Authority (DDA) is an advisory board authorized by Michigan statute that consists of nine members appointed by the City Manager with the approval of City Council. A majority of the members appointed to the DDA must have interest in property located in the downtown district. The downtown district in Portage includes business properties generally along South Westnedge Avenue, extending between Kilgore Road and I-94. The principal purpose of the DDA is to promote economic growth and is a financing entity through which public improvements can be planned and constructed. The DDA meets as necessary.
