Residential Permits


The City of Portage now requires permits to be submitted online.  A building permit is needed whenever you are doing structural work to a home or building. This includes projects like major renovations, remodeling, new construction, additions, garages, or sheds larger than 20' by 10'. Plans must be included with your application for most projects.

How to Apply for a Building or Trade Permit

1)    Register for an account within BS&A online as a homeowner or contractor

2)    Application Review Requirements 

a.    Detailed drawings, site plans and or building plans are required as attachments to your application.

3)    Click the Link to apply for a permit. To apply for a Permit

a.    Enter the property address in the address field on BS&A online

b.    Search for the property where you need a permit and press “Next”.

4)    Enter Permit Details

a.    Select the type of permit from the drop-down menu and then enter the details for your work. The information that you are asked will depend on the type of permit that you select. Follow the prompts from BS&A Online and enter all of the requested information. Upload required documents related to your permit.

5)    Submit Application

a.    You will have an opportunity to review all of the information that has been entered before submitting. You will be notified by e-mail that your application has been submitted and when it is ready for payment.  Hype links will be included within the e-mail for easy online payments and to print permits.

6)    Review and Approval

a.    Your application will be reviewed by city staff. They may contact you via e-mail if additional information is required. If your permit is approved, you will be notified by email and receive a hyperlink to transmit payment.  Review and approval of permit applications can take up to 5 business days. Stand-alone trade permits are typically reviewed and approved within one business day.

7)    Apply for Other Permits

a.    Depending on the scope of work, both building and trade permits may be necessary. Please ensure you submit separate applications for electrical, mechanical, plumbing, permits in addition to your building permit if necessary.

Applications for residential projects may require trade permits. Please complete and submit any necessary applications for your project. Once your application is submitted please allow our staff time to process your application. Payments can be made online after the permit is processed by our staff.
